The HVAC is tied to the ECU. You're going to have to compare the stock 97 wiring diagrams to the diagrams for the motor you have. If you have an S13 SR, you can use factory KA diagrams as the wiring should be the same between the two. If you have a Type X motor, I can't help you out as I don't know if the HVAC tie ins are the same as the early year SRs.

yeah i've taken a look at the sr20 ECU wiring diagram its got stuffs for A/C hook up but not much info on the HVAC control. I think what I am missing is some kind of power wire to power it up cause it basically seems like there is no power going to the HVAC control. I remember I had a 95 240sx and engine swaped and it had power to turn on the fans but i could not use the options of changing it to venting, floor, or defrost, I must have some kind of connection going to the ECU in the KA ??? hmm pondering

OBD II specs have the ECU control a lot of options on the car. The HVAC controls are tied into the ECU. And the same goes for the SR. You just seriously need to compare ECU pinouts and make sure that the big under dash connector for the EFI harness is pinned up correctly as well. That plug will be a PITA to check as the pinout for it is spread out in the EL, HA, and EF sections.
