Remove your battery ground, and then your ecu plug in the car and make sure the pins are good and not bent, reinstall. Check the igniter harness on the side closest to the ecu and check for battery voltage(12v), if good, you will have to remove the igniter and do a continuity check on it per the fsm. If everything checks out then check your CAS wiring and your coilpack harness for breaks. Also inspect your Blue/red striped wire connection to make sure ALL wires are connected correctly at your brown plug near the relay box on the passenger side, I believe there should be a blue wire soldered with the blue red stripe that people forget commonly.

you will get ignition power only when the key is in the on position. Power only goes through the ignitor while the car is running, it is a shock arrestor basically so your engine cant fry your ecu. My bet is there is a bad wire by the fuse box I mentioned earlier and your igniter is fine. Is this a new swap? Which igniter are you using? Stock? Z32? Q45?

I believe on but I recommend downloading a s14 sr20det FSM, they are almost exactly the same with the exception of the VTC.
