Help! Gauge cluster stays on,with key out

So, my problem is my gauge cluster is getting power even with the ignition off and the key out. Also my Egi/Ecu relay continues too buzz.
Now if start the car then turn it back off again, the gauge cluster goes off and no buzzing relay, but if i turn the key to the on position without starting the car, the problem happens all over again.
i checked both front fenders to see if i had rubbed through the harness and it all looks good, so tucked em up high and out of harms way.
These are the things i have replaced so far in hopes of fixing it...

-Ignition switch
-alternator
-egi relay
-ECU
-the other computer that sits under the arm rest behind the e-brake
-ECU harness
-gauge cluster
-trans harness
-battery

how has no one had this problem before... guess im just gonna run a kill switch to the battery and turn it off every time i park, just so i can drive it.. and just fix it later when i can figure out what in the hell it is...

I've never heard of that issue before unless a turbo timer is involved, lol. Do you have one?

no turbo timer, pretty much stock except wheels, suspension.
