Help Figuring out "Pro" Wiring

Anyone know what shenanigans the previous owner had going on here? This is in the nook for the fusebox on the driver side. I'm pretty sure this is connector B8, but I can't seem to find where the manual explains what the blue wire is for. I see that the white wire goes to the evap canister vent control valve, but nothing on the blue wire. Is it just a ground?

Also, does anyone have any pointers for finding these things in the manuals? I've been trying to figure it out, and some stuff I can find but not others.

That definitely looks like a hack job...perhaps VStar (our resident master tech) knows what the blue is for?

I took about an hour yesterday to look at this, and frankly Nissan screwed up something in the M diagrams. I accessed the electronic versions in ASIST, which are searchable, but the only references for B8 or its mate, E115, come up in the engine control diagram for the EVC Valve which you already found. When you search either one in the harness layouts, the connectors show up but there are zero references to circuit diagrams (even for the EC diagram, which we know exists). Take a look at the pic below, normally there should be a list of every diagram containing the connector where you see the red arrows. There's nothing at all, and I searched both earlier and later MY's with no luck. They all contain the same mistake. Sadly, I'm stumped.

I guess I'll have to poke around at it a bit more. While reconnecting the green wire to the blue wire something made my trunk pop open, not sure exactly if it was that that caused the trunk to open, though.

Pulled the trim under the steering wheel off this evening.

I think I might have an idea of what's going on now. The previous owner left a whole Firstech remote starter(?) system in the car, and then I guess decided to not take it out but also not give me the fob for it. I previously saw the unplugged antenna on the windshield, but I figured it was just too sticky to get off.

Anyhoo, I pulled the parts out and reconnected the stock cables to where they seem to go. I trimmed the micro SIM card that was in the DR-X1 down to nano SIM size and stuck it in a few phones, and it seems to be disconnected. I assume the cable shenanigans have something to do with security/starting/doors. Definitely hoping that removing it doesn't cause any problems. So far the FOB, door lock buttons, and push start still work.

Managed to remove most of the aftermarket wire taps. All off them were just twisted onto OEM wires like the one in my original post. The security indicator light stays on when the car is started and the trunk open button seems to not work, but that doesn't seem like too much to sort out. It seems like the remote starter just tapped into preexisting wires so there's probably just a misplaced one somewhere.
