Something is wrong with your EGR system. It's most likely just stuck. Put your hand underneath the valve and manually actuate it a few times. Then turn the car on, rev it up and make sure the valve moves when you get it above 2500 or so.

Where is this egr (Exhaust Gas Recirculation) valve located in the engine compartment?

if you have a silencer in your exhaust, use it. EGR is under the intake manifold toward the back of the engine.

I have pictures posted in this forum of the egr try a quick search. Also it would help if you would post the results of the other 4 gases as well as the max and average values of HC and CO.

2 gold suacers at the back of your intake. The top one has 2 vaccum lines on it and one goes to the bottom saucer. That is your EGR and BPT. The BPT is the top one. Underneath it is a rubber hose going to a steel tube. Check to make sure that hose is in one peice. not soft or burnt out. Your problem is mearly EGR not functioning. All your other readings are with in normal levels.

The fuel filter will have nothing to do with it. You one of thousands failing the smog checks in the bay area right now. This is due to them making the bay area an enhanced area last year. The enhanced smog program uses the dyno to measure Nox. That is the difference from the program you guys used to be on and the new program. So tons of people that passed smog on their last biannual inspection are now failing due to poor EGR operation. What I am suprised abut is they gave you guys the same standards we have out here in the valley. We have been enhanced out here since 98. When they started the enhanced program the max numbers were much higher to avoid cosumer backlash from mass failures so they gradually stepped the max allowable down over a 4 yr period. It is speculated it will go lower over the next couple of yrs.

I failed smog twice before i passed. It might be that your egr passages are all clogged up, like mine were.

Looking at the readings, are you sure your EGR is even hooked up?
