N13 Pulsar CA18DE - ECU relay is not getting grounded so that it works when the key is turned on. I can jumper the relay wires together (3 & 5) and it'll come on, but why is this not working?

If it works when you cut the relay out of the equation then you have a bad relay. Replace the relay.

I tested the relay - it's fine...It's not getting grounded by the ECU when it needs.
