HELP! EBRAKE WONT DISENGAGE

left my car parked for one while it was storming here in SD and when i took it out for spin today the ebrake wont disengage. the lever is fully in disengage position but my right rear wheel is locked up. its below zero so i believe the cables or sumthin is frozen. what do i do? my hand brake lever feels loose too.

The park brake actually engages both rear brakes, so I suspect you just have a stuck cable for the right side. If you pull the tire off, you can easily remove the park brake cable from the brake caliper. That won't affect your normal brake function (so the car will still be safe to drive) but it will get the brake to release if the cable is indeed stuck.

The Parking Brake has 3 cables - 1 for the front and 2 for the rear (LH & RH). The rear RH cable is probably binding/frozen. Remove the RH rear wheel and then unhook the parking break cable. Replace/lubricate that cable ASAP.
