help! easy removal of metal "button" on front inner fenders?

have a minor amount of tire rub entering the incline of driveways while wheels turned..seems to be rubbing the metal rivet or button? is their a simple way to remove or do I just yank on it? want to be sure about the best way on solving this prob.. thanx
