help car wont start

i just got this 95 neon for a winter car and it wont start it makes a clicking sound so i got a new starter and it still dose the same thing it makes the clicking sound but wont turn the engine over and the crank is not sized its a used starter thinking maybe its bad.

have you tried jump starting? tighten/clean battery cables.

i tried a diff battery and checked the wires but it wont start just clicks as if the battery was low didnt try booting it.

cant jump start it its stuck be hind a none working car.
