Help a n00b out? What do I need to get this car running again?

Hey guys I'm a n00b and I was thinking about buying this project car, but I have no idea what this guy was trying to do since I don't know much about doing hardcore tuning with stand alone EMs.

Anyway I was just wondering is it going to detune this car to run a small turbo like a T28 or something small and a Greddy Ultimate[?].I still have to do a lot of research, but I was just curious on what you guys thought about this. I'm more into Subarus than 240s unfortunately.

CN: Will a n00b have a hard time with this project detuning it to run a smaller turbo or back to stock NA? Also don't steal this from me, kthanxbai.
