help a\c clutch won't engage 96 maxima 3.0

i checked the volts from comp. wire and got -13.45v to ground switched my leads and still got -13.45v the cooling fans don't come on. i checked from batt. to fans and they work fine. relays and fuses are good. check engine light is on radio does not work runs good can i run wire from batt to comp to check clutch? could ecu be bad? help

is there freon in the system? if not the pressure switch will overide a/c compressor operation.
