help a\c clutch won't engage 96 maxima 3.0

i pulled the wire off compresser and with volt meter from wire to ground got - 13.45v with air on or off and with leads either way. also the cooling fans don't come on high or low checked fans with direct volts from batt and they worked fine. fuses are good and so are relays. can i run a wire from + side of batt to compresser to see if it is working? ECM do they go bad? anyother ideas? just got car today and book on it so this is new to me i have worked on cars before . chris shepherd
