OK.. well, I'm assuming you have a FWD SR20 engine.
I'm also going to assume that it's very similar to the RWD SR20 engine, which I have some experience with.
*duh.. disregard these first two sentences as you've cllearly posted in the FWD SR forum.. lol..
If I remember from the few times I've done that power steering belt, you have to first remove the tensioner. Which you've done...
Second, there is another bolt that goes through the power steering pump. It's tricky to find as it's hidden behind the pulley wheel. Try spinning that wheel a bit until you can see the bolt through the hole in the wheel. Loosen (don't remove) that bolt, and you'll find that the whole pump will now move a bit. You can push it in toward the engine a bit in order to bring the pulley closer to the crank and give enough room to slip the belt over the power steering pulley and crank pulley properly. Once the belt is on, reverse the task...
