Which ballast brand would you guys recommend with a Philips bulb?

I'm not sure if I understand the question, but the link I provided lists complete kits. You will receive bulbs, ballast, wire harness, etc. Do you already have HID bulbs but are looking just for ballasts for them?

Well there are two ballasts that the company you gave me use. on the standard it's hella and on the digital slim, it's panasonic. They use Philips bulbs. I was reading and found from more than one source that hella ballast is really good with philips bulbs. I'm probably gonna get the slim but just wanted an input from someone that knows about ballasts.

The slim ballasts are nice, and are popular for motorcycle conversions, but given that you have more than enough room under the hood for the standard ballast I'd get those. Also, the slim ballasts have a separate ignitor, which adds to the wiring and adds one more device you need to attach somewhere.

Alright sweet. Do you know the difference between it being a digital type of ballast?

Digital ballasts weigh less, they run cooler and they do a better job of providing the HID bulb with the correct current. But, digital ballasts are also a lot pickier about the bulb they are using which makes replacements tougher if they ever burn.

Either kit will perform extremely well. The Digital ballasts take a little longer to install, since they have two pieces instead of one.
