heater hose question

got an S13 SR going into an S14

I know that on the s13, it doesnt matter which heater hose goes where, but on the s14 there is a valve that opens and closes the line so there is no flow to the heater. Which hose on the SR (inner or outer) goes to which hose on the chassis?

the upper line from the core has the valve, and the lower is open.

does it matter which goes where?
