Heater / AC air flow control MODE not working

In a 99 Pathfinder, the air only blows out of the defrost vents. The MODE button will change the display to show air flow to the dash or the floor but the actual air flow doesn't move. I would suspect the actuator changing the air flow isnt working. I understand there is a diagnostic on the AC system but I need a service manual, I think. IS the service manual available on-line or do you have to purchase it somewhere?

Any other thoughts on where to look for the issue? I searched but didnt really find this issue addressed. Thanks for the help.

Please run the diagnostic procedure described on page HA-37 of the factory service manual. Park in direct sunlight for the test if possible.
