They should both work on the same 10A fuse located in the main fuse box under the dash. If you don't find one there, look in one of the under-dash fuse blocks. If one seat works and the other doesn't there is a thermostat control which will turn the seat on and off to keep it from over heating. The thermostat should be located somewhere under the seat. Swap the thermostat with the seat that works and see if that fixes the problem.
