On my 05 Altima, my headlights are aiming too high and will not adjust. I had new rear springs/struts to raise the saggy rear end and, last year the front rack and struts were replaced. The front wheel wells are about 1-1/2" higher than the rear. What is the correct wheel well height for both front and rear? Can I adjust (lower) the front struts by tightening the center shaft bolt?

No you can't and the differences in wheel gap is normal. I'm not sure what to tell about why your headlights won't adjust.

Thanks for the reply. I guess I will repair or replace the headlamp assemblies. I was seeking alternatives before replacing the headlight assemblies since I have to remove the bumper, wheel well covers, etc. Elsewhere in the forums, I have read about re-engaging the headlight adjustment inside the assembly. Since the parts are plastic, my confidence is not high. Therefore, since the lens and the interior show discoloration, I'll order new LH/RH assemblies.

Non HID replacements can be found pretty cheap so hopefully you have that going for you. You should only have to remove the bumper cover and its actually a pretty quick/easy thing to do.

I had a similar problem with my headlights, ended up changing bulbs which fixed the problem, unsure if old bulb was in upside down or not because didn't pay attention to them when removed but previous owner wasn't the brightest himself so figured that was the issue.
