headlights

so my headlights are acting inconsistently funny.. low beams work fine.. then when switching to high beams they either delay, or usually switch over fine.. then when trying to flip back to lows, they stay on high.. to get them back to low i have to push the stalk forward slightly and it clicks and they go low again.. the fact that they do work, just not as they are supposed to, makes me think the relays/fuses are fine, but might be a switch somewhere? any ideas? any help is appreciated since this problem made me fail inspection

The probably might just be the switch, it could just be sticking.
