Headlights stuck in up position

I have a proble, 1990 240 and the headlights are suddenly stuck in an up position. I have changed headlight switch but that was not the problem. What is the most likely solution? i tried a search but search engine is hard to work with. thanks for any responses! car just looks stupid wit hthe lights up.......

Have you checked the headlight retract relays?

if it's the grey fuse in the box behind the battery..yes...swapped the one from my daughters 240 that is functional and it did not help...
