Headlights pop up on their own.

Let me start by saying that I have read about cleaning the contacts on the headlight control switch, tried that but didn't help. Like the title says, the headlights will pop up and come on by themselves with the ignition and switch off. It doesn't happen all the time and then sometimes it's twice in 1 night. And I think this problem is linked to another problem I have. With the headlights off, the turn signals blink like normal, but when they are on, they blink like a bulb is burned out. Hope somebody has the answer. Thanks in advance for the help.
