Headlights pop up but passenger side does not light up

When I turn on my headlights in my 90 fastback, both headlights pop open but only my driverside lights up and no the passenger side. Dash lights and everything else lights up fine at night. I checked the wiring and swapped around relays to make sure if I had a bad relay or not and with whichever relay I use the passenger side does not turn on. Previous owner had it ghetto rigged and had it powered up from the driverside wiring. I'm assuming I have a short or a burnt wire somewhere in the wiring somewhere for the headlights. Any other ideas on what I should do besides checking continuity?

did you check to make sure its not ablown headlight bulb.

I knew I should have mentioned that the bulbs are brand new. That's actually one reason how I found out that the previous owner had ghetto rigged the headlights in the first place. I disconnected the wire the previous owner had hooked up to power the passenger side headlight and discovered the headlight does not turn on. I thought the bulb was bad and replaced it with a new one and the same problem.

Problem solved!!! The switch unit at the steering column/ignition needs to be replaced with a good unit.
