Headlights pop up but not back down.

I checked the button to make sure the brown wire wasn't cut for the sleepy eyes mod, and I replaced the turn signal stalk with a fresh one. They come up but do not go back down.

Before I go nuts and start tracing all the wiring, is there any other potential culprit?
