First, check the electrical system health. Start the car, use a DVM and see if you have 13.2 to 15.2v at 1500 rpm. Next, turn on all your accessories, heater fan, lights, etc. and see if it maintains voltage between those limits at 1500 rpm. If that all checks out, clean everything (battery terminals, head light connectors) and especially ground connections. Then try wiggling the wiring while the lights are on and see if it changes. It may be vibrations as you drive that are causing the lights to flicker. Could be a bad connection, bad wire or just something loose.
