Headlights are flickering.

when I'm driving at night, every 15-30 seconds my headlights and interrior lights flicker. I'm not sure whether it's just the lights, or if it's the entire electrical system. they don't go completely out; just get dim and come back up.
I don't believe it's a short, but I'm not ruling it out completely. I haven't blown any fuses since the problem began.

any suggestions?

I'd go with the wiring not being proper.

First, check the electrical system health. Start the car, use a DVM and see if you have 13.2 to 15.2v at 1500 rpm. Next, turn on all your accessories, heater fan, lights, etc. and see if it maintains voltage between those limits at 1500 rpm. If that all checks out, clean everything (battery terminals, head light connectors) and especially ground connections. Then try wiggling the wiring while the lights are on and see if it changes. It may be vibrations as you drive that are causing the lights to flicker. Could be a bad connection, bad wire or just something loose.

I'll have to test with a Voltage Meter; I was dinking with it last night and noticed a couple things:

The headlights will flicker when anything electrical in my car engages (when my break lights go on, power seats, even something stupid like the antenna motor.) the reason it was doing it so randomly as I was driving is because I had the Climate Control on, and it was drawing inconsistent power.

the battery terminals are tight, and the battery is seated correctly. I tried wiggling some wires but nothing happened. I'll remove and clean the battery terminals as it might be a weak connection, and check the voltage. thanks for the advice!
