headlight retardedness

It has recently snowed up here in the pennsylvanian boonies and my headlights are... well....acting dumb. It has only been doing this since this morning and only occasionally then. When the car is running and I am not usint the lights they go up, then down, then up , then down. all by there little lonesomes, but together of course. I( can only believe that a piece of well stuck ice has landed on something and is causing to act funky. Anyone ever had this problem and know why this befuddlement happens

befuddlement is a cool word, 2 points for that check ur relays under the airbox, they prolly getting stuck from the cold.
