Headlight Question

i have a 95 240. i was wondering when you have your lights on bright are both low and high beams supposed to be on or just the high beam. the reason i ask is becasue on my driverside headlight both bulbs work but when i put it on bright just the high beam comes on.but on the passenger side both low and high beams are on.anyone who knows could you please help thanx.

head light switch could be jacked inside. wiggle the switch and try to go back and forth from low to high beams with the switch slowly and see if it lights both up for a breif sec while playing with the switch. if it does I would say replace the switch.
