My M35 (2008) has the auto wipers.

Any one know if the headlights can be programmed "ON" when wipers operate? State law in California forces headlight use when wipers are on.

Not that I know of unless there is a 3rd party modification that can be done. KP Technologies has a bunch of add-ons, maybe that's one of them?

If you leave the auto lights function to auto your headlights will turn on when it gets dim. I know it doesn't always get dim while it rains. In Canada we have daytime running lights which means one set are always on. Maybe if you could get that module?

Probably your best bet. Install some DRLs. Or do what I do...I drive with my low beam/fogs on 100% of the time.

Florida has a similar law as well - "lights ON when raining". I have DRLs in the front that activate when the engine is switched on and I set my light stick to use parking lamps so the tail lights are also lighted in rain.
I have found no info about rigging the headlamps to light when the auto wipers switch on. I also recommend DRLs. Even if you have to manually turn your low beams on, the car won't let you forget to switch them back off and even if you do forget, the car will switch them off after a few minutes even when not in auto mode. You can find a few threads about how to install them on here. I believe there is a DYI in the FAQ thread as well.

Not specifically but it may be possible to use the matrix decoder (fog light module) and hook the input up to the wiper stalk and the output to the headlights. Not sure how it would work with the rain sensing wipers.
