Headlight problem (S13)

I have an S13 and since I bought it the headlights have not been aligned, in fact it is impossible to align. The problem seems to be that the passenger side headlight will not come up all the way. It has a limited range of movement. I have tried adjusting the threaded bar with no success. If I adjust the headlight to the correct open position, then when I close it, it is way higher than it should be, and when I adjust it so it is the right height closed, it is too low open.

Does anyone have a clue what could be the problem? The motor works fine so I don't really think it's that, but it could be. The bar that raises the headlight has a little play in it but nothing serious.
