Headlight problem- Once stays on

I just got my car back from paint and began to reassemble it. Once I got the headlight covers on, I checked the lights. When I shut them off, both went down, but the driver's side one stayed on. I swapped relays, checked the switch. I'm guessing it's shorting somewhere, but I dunno.

Any suggestions?
