Headlight problem? Not getting enough voltage

So my left headlight does not work. With the headlights on and test the connector the middle pin reads like 10.4 volts. But when i test the right headlight that works, it reads 14.4 volts. Im tottaly stumped on what it could be? Maybe a bad ground? Please let me know what you think
