Headlight problem. I have searched !!

Ok heres my problem. when i turn my headlights on the lights come on but the motors still stay down. After about 20 sec. the pop up. They turn off just fine and retract down. My battery is brand new so it has juice. Can any tell me why this might be happening or what to check out on it. thanks
