Headlight Problem -'92 S13

I'm having problems with my headlights. They wont retract, they both are always up and I can only get them down manually. I have tried swapping around the 3 headlight relays by the airbox and it makes no difference. I understand there is another headlight relay in the fuse/relay box on the passenger side. Could this be the source of the problem? Also, my brights do not work. Could that be related? I used the search function but I'm not very good with schematics, so any help is appreciated.
