You may be stuck with an undesirable outcome: the dealer is not accountable for the third party's work, and since you probably just told the other mechanic to replace the ballast, he's not accountable for the solution unless you can show that his ballast is defective. If you did have him troubleshoot and make his own recommendation, you should take it back to _him_.
One of the items that I purchase with a new vehicle is the factory FSM. Although it is available on this site as well as CD's from InfinitiI prefer the paper version. The 2006 Sedan version is 4 huge volumes that probably weighs over 25 lbs.
I can put sticky notes in various sections for later reference.

Search for your FSM on this site and go to section LT
Read the entire section
In reading the section for my 2006, the first precaution mentioned is to disconnect the negative battery terminal and never work with wet hands or touch the bulb
The system is quite complex and includes a headlamp low relay, a headlamp high relay, a 10a fuse as well as circuit flow thru the BCM
If you don't have the manual and a meter it is probably wise to let a dealer tech who has had factory training in troubleshooting complex electrical problems handle this for you.
