Headlight Motor Stuck?

One of my worst fears have come true. My drivers side headlight does not retract sometimes when the lights are shut off. It started off closing a few seconds after the passenger side light, but tonight it took about 60 seconds. A few times, all it took was a quick smack to get it to close. It does the same thing with the manual up/down switch. So far it closes eventually, but its getting worse.

An S13 is real ugly with one headlight up. Help me!

Oil it up, or remove headlight assembly and physically inspect headlight motor for rust/seizure.
