Headlight issues any ideas (did research but different from the rest)

I've been having a weird issue with my headlights popping up yesterday. When I got of work and pressed the button to pop up my 90 hb the headlights would cut on but would not pop up. Almost couldn't drive home. After pressing the switch a few times they did a weird motion passenger up then down and driver side up then down and would not pop back up not at the same time. I managed to get the passenger to come up and down and had to manually do it with the motor adjustment now to get the driver side to come up. While doing that I could feel the driver side trying to catch like it was trying to work. When they are both up and I hit the head light switch and they both will pop down but once I hit the switch again only the passenger side comes up.
