Headlight issue

1990 S13 drivers headlight wont pop up, but will retract if I put it up manually. Cleaned all the contacts on the ignition switch and have checked to see if my brown was cut for the sleepy eye. Checked all fuses and relays, but im not getting continuity on pin 2 of relay 4. Ive noticed that my harness has rubbed through on drivers wheel well but still get power from brown wire, which is my up circuit. Any Advice is appreciated.

getting continuity on pin 2. checked the diode circuit board, in behind the radio and everything looked fine.

Swap out the switch that controls the headlights with one you know works. My headlights wouldn't go down but when I twisted the adjuster they twitched "meaning my motors weren't blown. It gets corroded. There's a write up somewhere showing how you take it apart and fix it. If you have a buddy that has an s13 trade him for 5 mins. That's all it takes to replace it. If that... 6 10mm bolts on the cover under the dash and 6 #2 Phillips head screws for the bezel 2 screws to remove it and 2 plugs done

Ya ive already cleaned up all the contacts on the ignition switch and still no luck. Unfortunately non of my buddys own a 240 but ive ordered a new ignition switch and TCU to see if that solves my problem. Thanks for the help.
