The factory film that covers the headlights on my g35 is flaking off, but the plastic under is perfectly fine. How do I safely remove the flaking film and what/how do I restore?

I don't think the factory put any film on the headlights...maybe a dealership. Anyway, I would use goo gone and some kind of plastic scraper. If all else fails, an old credit card will work. Then use some plastic polish (anything that removes haze will work fine). You don't need to replace anything. It may be a clear-bra type product.
