Headlight help!

Well to start off i know these lights are rice but i needed something cheap in order to make the car drivable so i could have something to drive back and for to school. When i bought the car it was missing a headlight and the other one didn't work all to well. So with that said i bought these:







My question is, do i wire the little blue light to come on with just the high beams or is it supposed to come on whenever the low or high beams are on?

That rice is supposed to come on with the parking lights, not the high or low beam.
