Headlight help please :)

Ok so i have a 93 vert the driver side headlight goes up and down normaly when i turn off and on the headlights.. the passanger only goes up.. i can twist it back down manually but it always stays up after i turn on the headlights.

also when the headlights are off and i press the headlight up button inside the driver side goes up and than right back down it will not stay up?

any ideas where i should start?
