headlight down problem

I've read the pop up headlight post and all that, but couldnt find anything that could help. My headlights go up easily with the push of the switch, but when clicked again they do not go down. If the button is still pressed in and i manually go under the hood, flip the caps and turn the headlights they go all the way down for a split second, then right back up. If my button is not pressed in and I manually turn the knobs, they go down. What could be the problem here ?

If the headlights work OK with the steering column light switch, then the dash retractor switch is most likely bad.

The headlights on this car doesn't go up when you click the lightswitch on the steering column, the only way to put the lights up was the switch on the far left.
