Headlight control switch go bad?

well, my headlights were stuck open for the longest time - cleaned the headlight switch (off the steering column)-didnt work. Got a new one - one headlight went down, the other did nothing. Got a new passenger motor, works fine.

The problem - the headlight control button to the left on the dash - doesnt do ANYTHING!!!!! I checked to see if brown wire was cut, and it actually is - but the lights down go down gradually or anything like they would if it were setup for sleepy eye...can this headlight motor switch go bad? just wanna know before i go out and buy one....

checked all relays and fuses, everything seems ok...

that switch could go bad, there are ways to check it without replacing it, like wire jumping it, my car at one point had an issue with the switch to turn the lights on and off and for some reason when i turn them on one light doesnt pop up without hitting that switch, and i have yet to go into it to figure that out, but try jumping the wires in the switch to find out if it is the switch or maybe a wire disconnected somewhere...
