headlight blown

Hey guys,
passenger side low beam went out. Got a hold of a couple replacement bulbs, came in pairs so if color not the same you could swap out both. Put new bulb in, nothing. Swapped over good one, nothing. plugged new one on functioning side , works. Tested voltage a connector on pax side. nothing, then tried good side, noyjing. Not like the old days I figured. HID bulbs must work differently. Ideas?
