headlight and brakelight problems

hey guys im new to working on 240's but my best friend asked me to fix her 240 and i was wondering if anyone might have an idea of whats wrong that doesnt require tracing the entire wiring for the car

so heres the problem the headlights wont turn off unless you remove the battery cable and the brakelights wont work at all

its a 1989 240sx coupe

of course ive already looked for a few things that i thought might be wrong with the lights ive checked the bulbs for the brakes and they still didnt work with new ones and ive checked the wires around the plugs and havent been able to find anything wrong there either

Fuses! check the fuses under the driver's side.. And the relays on the engine bay..
