It's not there for a reason. There are federal motor vehicle standards that determine the upper area or cutoff of the headlight beam. Providing adjustment instructions in the owners manual would allow owners to easily aim their headlights higher than the law mandates and possibly blind oncoming drivers.
The proper way to adjust headlights is with a headlight aiming/alignment machine to ensure the vehicle meets the specs. If you do decide to 're-aim' your headlights manually, be forewarned that you could be pulled over and ticketed for it. Also, if your state/province mandates safety inspections, they may flag your vehicle.
