Headlamp Problem

OK, so here's the synopsis. When I turn the headlights on (low beam), the right one (passenger) doesn't turn on. I then turn the high beams on and the drivers side light goes out and the passenger side turns on (high beam). So I decided to replace the headlamps and the problem still persists, even with the new ones. I tried switching the headlights around to see if that was the problem, but it still happens. Any ideas to what it could be? Harness, fuse, relay maybe?
