headers?

even if you have a test pipe on an obd1 car, it won't throw a CEL light.

even if you have stock components you can still fail in emission.

The front is the necessary cat. The rear is a resonator if I recall.

Also, no way would a properly running 4 cylinder be able to properly heat 2 cats in sequence.
