I've read that you always should, but I think it depends on how much you take off of the head. If you're having trouble re-installing the dizzy after the re-surface, then its likely that you need the timing cover shaved to match. you problem is probably just timing though.

Depending on how much was taken off you might be able to get away with it, but you will have an imperfect head gasket seal.

Check to see if your timing is 180 degrees off. It's a common problem when re-timing the KA.

And a reminder, if you have the head planed, you need to re-centerbore the cam journals. If the head warped a bit, now you will have a flat head surface and a curved cam axis. The cam(s) might decide to break someday.

the gentalman above me is correct..its allways a good idea to have your machine shope do a warp treatment before you deck the head..what they do is torque it down to a large strait plate and bake it for several hours at 550 degree's...this straitens the head as much as possible...then they deck the head..and re-hone the cam journals...re-honing the cam journals is verry important..think of a paperclip being bent back and fourth..eventually it breaks due to stress..its the same way with your cams..the lobes are a harded steel..but the centers are hollow..this makes them succeptible to brakage under stress..allso..you should allways deck your head with the upper cover..any extra material may cause gasket failure...i however think your failure to start has alot to do with your timing and or spark..good luck.
