My issue was not electrical but mechanical. I took a long screwdriver and tapped around the linkage that physically moves the lights all while someone kept raising and lowering them. I found that the headlights were over extending and linkage was getting stuck. With a phillips screwdriver I adjusted the "bump stops" on the headlights until they functioned properly.
