The bulbs you speak of in 'Bimmers' are not halogens, they're Xenon HID bulbs - hence the white/blue color of the light.
Despite the myriad posts about HID retrofit kits and such, none of these kits would be DOT-approved and thus not street legal. Sure, plenty of folks get away with this every day, so it's up to you whether you want to knowingly install non-street legal parts on your car.
That said, there are plenty of non-HID bulbs that provide "whiter" light made by companies such as PIAA, Sylvania (Osram), Phillips, and GE. The caveat for these bulbs is that they have lesser life expectancies than traditional halogens, so in addition to their elevated buy-in cost, they also need to be replaced much more often - making them all the more expensive. But, if you get around a year's worth of use out of them, then perhaps the whiter light color would be worth it to you.
I will mention that Sylvania's Cool Blues do seem to last longer than their whiter Silverstars and cost about half as much. They aren't so much blue as they are just whiter than stock halogens, but they don't have the same color temperature as Silverstars so they don't seem as 'bright'.
