Ok I put my motor back in and drove the car down the road it it was low on power so I thought it was timing. Took the valve cover off and the CAS is right on so I retimed the motor and that was just a little off, maybe a few degrees. I plugged the TPS back in and the timing jumped about 3-4 notches the to left. Car idles fine but back fires/pops with any kind of throttle. Its worse now than when I started. I checked 3 times and no boost leaks and everything is connected right. Am I doing something wrong here or can it be a bad CAS. Is that right when you plug the TPS back in the timing changes like that.

I'd check your TPS, it may need to be adjusted. Check up on the free FSM here somewhere for the proper way of testing it.

Well I traced down why cly #3 wasn't firing and the car runs great I had to time in with the TPS plugged in. Car has a decent amount of power and spins the 245 in second gear, so I'm happy for now.
